ABSTRACT
The importance of the success of an eariy warning IS often discussed only modeling [ 1 1 . Yet, the purpose
system is to decision-making disc;1se preventive actions. The common division of responsibility hetween those who generate prediction
and those who organize a response based on ( the policy-makers ) means that the primary components - prediction 2nd response - are ilsually developed in isolation. This split is a potential limitation warning systems.
