ABSTRACT

Who is against democracy? For most people in Europe, democracy is a concept that stands for inalienable values like o ther concepts such as freedom, equality, hum an dignity, respect for hum an rights - and good health. These basic values have played a vital role in the construction of healthcare and o ther parts of welfare systems. They often appear in political manifestos and legislation, but sometimes they are neglected, or fail to be im plemented, in practical policy making.
