ABSTRACT

This chapter is a micro analysis of an experiment entitled ‘The Delaware Juvenile Advocacy Project’, conducted in the early 1990s by the National Centre on Institutions and Alternatives (NCIA), in partnership with the State of Delaware. It was an experiment dedicated to the protection of youth and the promotion and advocacy of their rights in the context of community based alternative sanctions. This philosophy was spearheaded by Dr Jerome Miller and Herb Hoelter, President and Director of the National Center on Institutions and Alternatives, Virginia, USA, respected criminal justice reformers and tireless advocates for decency in juvenile justice. The project was significant for its focus upon the practical application of international juvenile justice standards.
