ABSTRACT
If there is one thing on which world leaders are agreed it is that, in principle, human rights should be respected. Of course, in practice, many governments pay no more than mere lip service to their human rights obligations, but it is significant that even those regimes which are often accused of being harsh, oppressive and authoritarian, routinely claim to respect the rights of their citizens.
