There are two arguments to be won. The first is to persuade people you are right. The second is to persuade the Government to act as you wish.

The problem for the reformer is lack of numbers. The status quo often has plenty of people to defend it. Therefore, the case for change needs to be well thought out and take account of all defences. You need to know the enemy’s case better than it does, so that you can summarise it and defeat it.
