ABSTRACT

With the advent of the election of the first MMP (Mixed-Member Proportional) Parliament in New Zealand in 1996, there have been a number of interesting developments that have affected the position of chairperson of a Select Committee. These are discussed below from a New Zealand perspective with some comparisons with the United Kingdom and the Australian House of Representatives if they are known to have different practices. However, I am no expert on the systems in these countries and I assume that other members of the study group will be able to supply more comprehensive comparisons when we meet formally.
