ABSTRACT
The fundamental principle underpinning the Westminster parliamentary democracy is the delegation of responsibility for policy to a Cabinet of which the majority are members of Parliament. In the case of political plurality, the question of policy is even more restricted to the Cabinet since any divergence from policy may be interpreted as an emergence of division in the party.
