ABSTRACT

To compound matters, in many cases there is only one source of information, which makes comparison between competing sources impossible. Without comparative data, effective evaluation is again impossible. For most UK citizens, the main source of information derives from the government, which raises an important issue relating to freedom of information. In many instances, the freedom of any information remains the secondary issue. The most important issue is how the information is constructed and presented to citizens. If it is only this information that a citizen has access to, then it is only this information that can be used to construct the meanings that allow the citizen to understand and make sense of his or her world.
