ABSTRACT

After the 1997 General Election victory by the Labour Party, the incoming Education Secretary, David Blunkett, was quick to set up the ‘Advisory Group on Education for Citizenship and the Teaching of Democracy in Schools’, under the chairmanship of his old university professor, Bernard Crick. The brief that Crick was given was ‘To provide advice on effective education for citizenship in schools-to include the nature and practices of participation in democracy; the duties, responsibilities and rights of individuals as citizens; and the value to individuals and society of community activity’.
