ABSTRACT
The établissements publics can probably be best defined as public bodies having legal personality, other than the State or the local authorities, which enjoy administrative and financial independence and are responsible for administering a public service. The notion is very difficult to translate into English for want of comparable institutions this side of the channel. Probably the term ‘public corporations’ comes closest to the objects and purpose of the établissements publics.
