ABSTRACT
This chapter will focus on two areas of criminal liability, that is, breaches of statutory duties in health and safety and reckless manslaughter. In Part One, general legislation relating to health and safety at work will be followed by a brief summary of arrangements for statutory regulation of soccer stadia and merchant shipping. This legislation is then located in a policy context that explores the approach of the regulatory authorities from compliance to sanctioning or prosecuting.
