Even before the Second World War had drawn to a close, trade leaders in the Allied countries had come to realise the significant contribution that trade tensions had made in leading to its outbreak. A consensus was emerging that there was a critical need for international cooperation in establishing disciplines within economic relations in order to prevent a recurrence.1
