Most anti-dumping and countervailing decisions of the US International Trade Commission (USITC) and Department of Commerce can be appealed to the US Court of International Trade.30

This court is the successor to the US Customs Court and was created by the Customs Courts Act of 1980 (28 USC 251) with the powers of a district court. It has a nine member bench with exclusive jurisdiction over all civil actions against the US arising from federal laws governing import transactions.31
