ABSTRACT
All the rules for reading an Act of Parliament are rules that have been laid down by the courts to enable the reader to find out what Parliament meant by the words that it in fact used in the Act. It must always be borne in mind that what the reader must try to do is to find the meaning of the words in fact used, not the meaning of the words he or she thinks should have been used.
