ABSTRACT
The rule of course can only operate if Parliament in the particular section is giving a complete list of what it intends to refer to. If Parliament, rather than giving a complete list, is giving examples, the rule cannot apply. Thus when an Act referred to ‘housing, town planning, etc’3 those words could not be used to restrict the operation of the Act to housing and town planning.
