Usually, proceedings are commenced at the lowest level – the district courts. The importance of the case and the value of the claim are criteria for proceeding in a court at a higher level.

The average time from the commencement of proceedings to the court hearing varies from case to case. It may be several months, or even years. In criminal cases, before the case goes to court, the procurator controls the case. In civil cases the court controls the case.
