ABSTRACT
When a Bill is introduced in Parliament,44 it receives its first reading. This means that the Clerk announces the title of the Bill, and the Minister responsible for it rises in his place at the front Bench and bows. That is all. It is a reminder of the days when Bills were actually read out in Parliament as most members then could not read nor write. There is no debate on the Bill at this stage.
