Historically, the need to summon parliament arose from the financial needs of the Crown.41 The authority of the House of Commons sprang from, and is based on, its power to approve both the raising of taxation and approve expenditure. The governing maxim was, and remains, that ‘the Crown demands, the Commons grant and the Lords assent to the grant of monies’.42
