Diplomatic relations In 1708, the Diplomatic Privileges Act was passed after a Russian Ambassador had been arrested for debt. The Russian Czar, Peter the Great, regarded this action as a criminal offence. The Court of Queen’s Bench was uncertain as to the legal position.74 The Act of 1708 provided that no judicial proceedings could be brought against diplomats or their servants and that it was an offence to commence proceedings.
