ABSTRACT

On 25 October 2001, Commonwealth Heads of Government issued the following statement that calls for concerted and resolute action against terrorism. Senior officials of law ministries, at a meeting in November 2001, recognised that the Commonwealth is well placed to assist member countries with the development of technical legal measures to combat terrorism. As a result, a group of experts met in London in January 2002 to prepare drafting instructions for model legislation, as well as guidelines for administrative and other measures which countries can use as a basis for developing a domestic strategy to implement fully Security Council Resolution 1373 of 28 September 2001.
