ABSTRACT
The EC Treaty provides for exceptions to the rules of free movement. They allow the member states to ignore free movement in cases of real urgency, when important national interests are under threat. The precise form of the exceptions varies from chapter to chapter, but they have a great deal in common, including the principles of their interpretation. That is why they are treated together here.
