Statutory or regulatory powers granted by national legislation can act as barriers to entry. One example is intellectual property rights that protect the exclusivity of the right holder. Such rights can effectively grant a monopoly which can be protected through the national courts.42 Dominance can also arise through government licensing restrictions which impede entry to a market.43
