ABSTRACT
One of the more radical aspects of youth offender panels is the manner in which they seek to draw lay volunteers into the decision-making process as panel members. In this chapter we explore the involvement of community panel members in the implementation of referral orders. We do so, through an analysis of the experiences and views of community panel members working in the pilot sites, their attitudes to the work and operations of panels and relationships with youth offending team staff.
