ABSTRACT

‘Sentence management’ is a relatively new concept, the exact scope and boundaries of which are not clearly defined (cf. Faulkner 2001; Home Office 2001a). While the Halliday Review of the sentencing framework (Home Office 2001a) was largely responsible for the entry of ‘sentence management’ into criminal justice discourse, the term can more broadly be understood as a testament to the ‘managerialisation’ of criminal justice which was discussed in Chapter 1. This process has arguably reached its zenith with the publication of the Correctional Services Review (Carter 2003), many aspects of which are relevant to the content of this chapter.
