Racism is a problem for football across Europe and has become an important factor in the problem of football hooliganism itself. The actual extent of racism is virtually impossible to measure as detailed statistics in this context have been almost non-existent. Home Office figures (2003b, 2004) show that there were 47 arrests for racist chanting in 2001/2, 78 in 2002/3 and 63 in 2003/4. At face value, this hardly represents a serious problem, although the very substantial issues with the statistics have been thoroughly explored in Chapter 3 – thus we know that they do not actually tell us very much.
