Governing urban communities
Having given a broad description of the estate, I want in this chapter to turn to some of the debates and questions about the governance of urban communities that my research there inevitably touched on, and that frame those raised throughout the book. My particular interest is in the participation of citizens in local governance, particularly of security. The events and trajectory of the estate gave me the opportunity to observe the engagement of residents in the process of consultation leading up to the regeneration of the area. Though this might be seen as a distinct issue, in practice regeneration blurred with the governance of security in important ways, reflecting wider trends in urban governance.
