ABSTRACT

As we complete this survey of sexual offending and the social responses being made to it, a number of recurring themes keep emerging: the relative nature of sexual offending and how we define it; the need to hold ‘personal information’ in various databases in order to identify the otherwise ‘invisible’ sex offender; and the need to use that personal information to carry out risk assessment and thereby achieve better ‘risk management’ on those who pose a threat to us.
