ABSTRACT
It is anticipated that global warming and related climate changes that are predicted to occur over the next century will significantly increase the weather-related risks facing human settlements. However, while significant attention has been focused on actions to mitigate climate change, less has been done to adapt to a future that many believe is already beginning. Nor is it clear how such adaptation can be promoted most effectively.
