Developing countries face great challenges in meeting key development objectives, which in many cases are under stress from enhanced climate variability and future change. The policies of these countries give a high priority to poverty developm ent and increased energy supply, im plying increasing greenhouse gas (GHG) emissions, which can compromise international efforts to stabilize atmospheric GHG concentrations. The challenge is to explore how synergies can be established betw een developm ent objectives and clim ate change adaptation and m itigation, where wide participation in international clim ate policy cooperation is facilitated.
