The Necessity Requirement

The rules of the WTO are directed at the liberalization of international trade in goods and services. They build upon basic principles, such as the prohibitions against discrimination between goods and services from different foreign countries (mostfavoured nation principle) and between foreign and domestic products or services (national treatment principle), and the prohibition against quantitative export and import restrictions. The various agreements also set out the conditions under which Members are allowed to deviate from these principles, as well as conditions under which other restrictions on trade may be imposed.
