ABSTRACT

It may seem odd to write about fiscal space in an oil-abundant economy. It could certainly be argued that resource-rich economies have, if anything, an embarrassment of resources at their disposal to use in the fight to achieve poverty reduction. The typical problems faced by developing economies in financing the fight against poverty should, at the very least, be severely attenuated in mineral-rich economies. The problem for these economies, a sceptic may assert, is not finding more resources but using them more efficiently.
