Poor housing conditions Governments in the developing world cannot cope with unprecedented urban growth. The most visible signs of failure are the mushrooming slum areas, where the lack of the most basic infrastructure can make the provision of social services, such as health care, ineffectual. Similarly, the lack of infrastructure increases the cost to the poor of necessities, such as water, energy and transport, and reduces productivity and economic opportunities both in the formal and informal economy.
