ABSTRACT
Urban livelihoods analysis is concerned with how the urban poor, given their capabilities and assets, can maintain and enhance their means of living in a secure and sustainable way. This chapter considers how the structures and processes of urban governance and urban management impinge on the ability of the urban poor to achieve secure livelihoods, and what patterns of urban governance and urban management might facilitate, or hinder, urban livelihoods.
