Developing Sea Guidance
The increase in strategic environmental assessment (SEA) application around
the world has been accompanied by a proliferation of guidance material.
Typically, when SEA is introduced, be it at international, regional, national or
district level, some sort of manual or practical advice document on how to
undertake SEA will follow. In addition to documents that deal with the SEA
process generally, there is also an array of guidance that addresses SEA for a
speciﬁc level of planning, such as the policy level, for a particular sector, such as
transport, or for a certain topic, such as health or climate change.
