Conclusions and Areas for Further Research

Society and the environment would be better served by turning the grudging model on its head. Rather than seeing policy decisions as fundamentally technical with some need for public input, we should see many more decisions as fundamentally public with the need for some technical input. Decisions that engage people’s values and interests broadly-as do most of those that make up the case history of public participation-are most appropriately addressed through decision processes that bring those values and interests to the fore.
