ABSTRACT
The western water landscape is never static, but its changes are not random either. Changes occur along paths established by prior choices and actions. Our look to the future of conjunctive management in California, Arizona, and Colorado is therefore based on existing water policies and practices in those states, as well as on broader trends in water conditions and water-resource management.
