ABSTRACT
Even the most carefully designed regulatory programs can flounder if the enforcement effort is deficient. Establishing emissions trading systems that allocate the control responsibility cost-effectively is of little value if sources regularly fail to comply with the terms of their permits. Ineffective enforcement could undermine the quest for better air quality at lower cost.
