ABSTRACT

IN THE FALL OF 2000, a water supply coalition of state resource agencies, and water utilities, with the support of the Secretary of the Florida Department of Environmental Protection (FDEP) and the governor, urged the Florida Legislature to pass a law easing regulations governing Aquifer Storage and Recovery (ASR). Because ASR was an important and expensive element of the Comprehensive Everglades Restoration Plan (CERP), the coalition attempted to justify the new rules in part with cost savings for environmental preservation.
