ABSTRACT

TO ATTRACT BUSINESS investment and revitalize the local economy after World War II, local officials in Perry, Florida approached the Florida Legislature with a request to reclassify the Fenholloway River for industrial purposes. In 1947, the request was granted (24952 Fla. Stat. 1338), and by 1954 Procter and Gamble Cellulose Company had built a pulp and paper mill in Perry. The Foley mill produces specialized kraft paper products and cellulose fibers, and is the primary employer in the county. For most of its half century of operation, this mill has been the subject of controversy.
