Indeed, the Coalition for Fair Lumber Imports wasted no time in delivering, on April 2, 2001 (April 1 was a Sunday), in two trucks, a petition and more than 5,000 pages of evidence to the Department of Commerce and U.S. International Trade Commission to support two claims against Canada’s “predatory practice of subsidizing softwood lumber and dumping it into the United States.” It alleged a subsidy rate of 39.9 percent and a dumping rate of 28–38 percent. In its news conference on Capitol Hill, which was attended by a half-dozen U.S. senators, it blamed the Canadians for not negotiating. According to Rusty Wood, chairman of the Coalition for Fair Lumber Imports, “Canada’s stubborn intransigence has left us with no choice but to pursue litigation” ( Vancouver Sun 2001e).
