A related question is the degree of urgency. Is it essential to begin reducing greenhouse emissions immediately, as most European governments believe? Or is it enough to rely on new technologies to phase down fossil fuel use over the next halfcentury, without resorting to unpopular mandatory limits, as the U.S. government believes?
