ABSTRACT

The theory of the measurement of welfare change has been discussed by others both at the most rigorous levels of abstraction and in pragmatic, practical terms of application. See, for example, Boadway and Bruce 1984; Johansson 1987; and Just et al. 1982. Most of this discussion has focused on the welfare effects of changes in the prices people pay for the goods they consume. My major purpose in adding to this literature is to provide a definition and measurement of welfare effects of changes in quantities or qualities of environmental and resource service flows.
