ABSTRACT
In real policymaking, all the aspects discussed in Part Three must be blended together and must interact with the intricacies of other policymaking. To facilitate a dialogue with the policymaker, it is desirable to summarize the modeling results of instrument design under various conditions in a policy selection matrix (PSM).
