ABSTRACT
Chapter 21 focused on policies for fuel efficiency and for carbon emissions. In this chapter, I turn to the policy instruments that are most frequently used to deal with regional and local environmental problems caused by transportation. These instruments commonly target fuel quality, vehicle standards (for new vehicles as well as the inspection and maintenance of older vehicles), traffic management, logistics, and urban planning.
