ABSTRACT
The world faces serious environmental and resource problems, but new technology offers numerous ways of solving them. Too often, however, potential solutions are not used because the rules that govern modern economies do not provide strong enough incentives. In some cases, the technology is not yet available, and sophisticated socioeconomic structures are needed to create the right incentives for research.
