Introduction As stated by President Woodrow Wilson, the United States is a system of shared government and responsibility, a system in which all levels of government are
expected to cooperate to overcome a national challenge or disaster. This chapter will argue that disaster management is an area in which mutual aid and intergovernmental cooperation are integral to the mitigation, response, and recovery of natural disasters.
