ABSTRACT
Entrepreneurship actually started to develop in Yugoslavia in the mid-1960s when constitutional amendments paved the way for the formation of business entities on quasi-entrepreneurial principles and above all helped to encourage interconnection of the enterprises either in Yugoslavia or abroad. But, the property of the enterprises continued to remain in social ownership and the enterprises continued to be managed by their employees through the workers' councils.
