ABSTRACT
This chapter has two parts: the first sets the discussion concerning the development of formal linguistic systems within current theoretical debates and reviews findings that demonstrate early acquisition of such systems. The second proposes an answer to the question that the title of the chapter poses. It is a tentative proposal, which calls for further discussion and more empirical work.
