ABSTRACT

International study programmes are simply a polite disguise for cultural and political domination and aggression. They are supported by the Northern academic community which finds international involvement to be prestigious, and which needs foreign students for job security and institutional viability. A dependency on the North is created, disguised as 'international cooperation', 'creation of a worldwide community of scholars' etc. These are darkish days for international educational and cultural exchange. Access to new technology and science and to the strongest international education and research institutions is secured. Funds for research on overseas problems remain in short supply. Longer programmes, example of research study, where a Northern and Southern institution cooperate to provide joint activity in advising on the research proposals, examining the candidate and the student may spend part of the study period in the North taking advantage of library and research amenities including computer facilities.
