ABSTRACT

One of the six strategic thrusts of the Construction 21 (C21) blueprint for reinventing Singapore's construction industry was the adoption of ‘A Collective Championing Effort for the Construction Industry’ (Construction 21 Steering Committee, 1999): a collaborative effort by all players in the value chain to radically transform the industry. The Building and Construction Authority (BCA) was identified as the championing agency to spearhead the implementation of the C21 initiatives; the Construction Industry Joint Committee (CIJC) would support the BCA in undertaking this task in the ‘collective championing effort’.
